On page 67, after line 6, insert the following:

"(6) Within the appropriations provided in this section, the department must implement Senate Bill No. 5802 (transportation resources). If the bill is not enacted by June 30, 2025, this requirement shall lapse."

EFFECT: Requires the Department of Revenue, subject to enactment, to implement SB 5802 (transportation resources) which modifies statutorily required transfers from General Fund-State

(GF-S) and the Public Works Assistance Account to accounts used in the transportation budget. The bill also shifts a portion of tax deposits from GF-S to the multimodal transportation account.

FISCAL IMPACT (2025 Supplemental):

No net change to appropriated levels.

FISCAL IMPACT (2025-27):

No net change to appropriated levels. The resources impact of
implementing SB 5802 is an increase in NGF-O resources
of $140 million and Public Works Assistance Account resources
of $114 million. Resources are reduced in accounts used in the
transportation budget (mostly the multimodal transportation
account) by $254 million.

FOUR-YEAR NGF-O OUTLOOK EXPENDITURES EFFECT:

No net change to appropriated levels.

FOUR-YEAR RESOURCES EFFECT (NGF-O and Other Accounts):

 The four-year resources impact of implementing SB 5802 is a reduction in NGF-O resources of $1,444,800,000; an increase in Public Works Assistance Account resources of $228 million; and an increase in resources to accounts used in the transportation budget (mostly the multimodal transportation account) of $1,216,800,000.
