On page 99, line 11, reduce the general fund—state appropriation for fiscal year 2027 by $5,649,000

On page 99, line 16, correct the total.

On page 106, line 6, reduce the general fund—state appropriation for fiscal year 2026 by $3,249,000

On page 106, line 7, increase the general fund-state appropriation for fiscal year 2027 by $17,545,000

On page 106, line 8, increase the general fund—federal appropriation by $14,844,000

On page 106, line 9, increase the general fund—private/local appropriation by $956,000

On page 106, line 10, correct the total.

On page 106, beginning on line 21, strike all of subsection (c)

On page 107, beginning on line 5, strike all of subsection (d) and insert the following:

"(c) $70,727,000 of the general fund—state appropriation for fiscal year 2026, $70,727,000 of the general fund—state appropriation for fiscal year 2027, and $136,650,000 of the general fund—federal appropriation are provided solely for the continued operation and maintenance of the Rainier School and Yakima Valley School. The department shall operate both facilities in a manner that maintains their current capacity and meets the needs of eligible clients. Funds may be used for, but are not limited to, staff salaries, facility maintenance and repairs, and the provision of resident and support services. Services may include, but are not limited to, medical care, behavioral health support, daily living assistance, and individualized programming to support residents' well-being and quality of life. The department shall provide uninterrupted service delivery to residents and families who rely on the specialized care provided at these facilities."

EFFECT: Removes language and associated funding intended for transitioning individuals out of Yakima Valley School and Rainier School into alternative residential settings upon facility closure. Instead, provides funding specifically to maintain Rainier School and Yakima Valley School, including the 12 respite and crisis stabilization beds, at their current capacity for the 2025-27 biennium.

Increases General Fund - State by $7,462,000.

Increases General Fund - Local by $956,000.

Increases General Fund - Federal by $8,217,000.

FOUR-YEAR OUTLOOK EXPENDITURE EFFECT:

Increases General Fund - State by $65,291,000.
