| EFFECT: This amendment makes the following changes: Provides $15 million in one-time funding to the Department of Commerce - Housing Division to implement SHB 1022 (homes for heroes program), which directs the Department of Commerce to contract with the Washington State Housing Finance Commission to implement a pilot program to provide down payment and closing cost assistance to people who work in targeted occupations and meet income requirements; Removes language assuming the passage of ESHB 2015 (public safety funding) and $26.1 million in associated funding provided at the Washington State Criminal Justice Training Commission and the Department of Revenue; Provides $200 million in ongoing funding to the Washington State Criminal Justice Training Commission for the implementation of HB 1435 (law. enf. hiring grants); and Reduces appropriations for institutions of higher education to assume implementation of HB 2065, to reflect the nonfaculty exempt employee to student ratio as seen in fiscal year 2008.

FISCAL IMPACT (2025-27): Reduces General Fund - State by $38,124,000 Reduces General Fund-State Revenue by $1,500,000
