On page 313, after line 11, insert the following:

"(6) $153,063,000 of the general fund—state appropriation for fiscal year 2027 is provided solely for implementation of House Bill 1404 (free school meals)."

EFFECT: Removes funding for the Health Care Authority's Apple Health Expansion program, which provides health care coverage for Washington residents with incomes at or below 138 percent of the federal poverty level, regardless of immigration status, effective July 1, 2025. Provides funding for state meal reimbursements to schools for meals not fully reimbursed by the federal government, as required under House Bill 1404, which requires all school meals to be served free of charge.

FISCAL IMPACT (2025 Supplemental):

None.

FISCAL IMPACT (2025-27):

 Increases General Fund - State by $633,000.  

FOUR-YEAR OUTLOOK EXPENDITURE EFFECT:

 Increases General Fund - State by $171,540,000.
