EFFECT: Provides that appropriations for the Economic and Revenue Forecast Council (ERFC) are sufficient to implement the provisions of HB 1411. Requires the ERFC, subject to and consistent with the enactment of House Bill 1411, to prepare budget outlooks using forecasted NGF-O revenues that are based on the official revenue forecast for the ensuing biennium rather than adjusting forecasted NGF-O revenues to the greater of (i) the official revenue forecast for the ensuing biennium, or (ii) the official forecast for the second fiscal year of the current fiscal biennium, increased by 4.5 percent for each fiscal year of the ensuing biennium.
