EFFECT: Requires that a court conduct a review hearing for a juvenile who is committed to the Department of Children, Youth, and Families (DCYF) to consider the juvenile's progress and release from the custody of the DCYF after the juvenile has served at least 80 percent of their minimum range (instead of at the mid-point of the juvenile's minimum range).
