On page 30, after line 23 of the striking amendment, insert the following:
"NEW SECTION. Sec. 9. A new section is added to chapter 43.280 RCW to read as follows:
(1) The office of crime victims advocacy, in coordination with department of children, youth, and families, shall create a flexible fund to serve victims and survivors of victims impacted by this act. The office may contract for administration of this fund. The flexible fund may be used for purposes including, but not limited to:
(a) Relocation assistance related to a change in safety planning associated with a juvenile's early release;
(b) Traveling to and from hearing locations for early release hearings conducted under RCW 13.40.185(3); and
(c) Out-of-pocket expenses for psychotherapy associated with the committed offense or early release.
(2) The department shall significantly enhance their victim services unit in order to offer victim advocacy services for victims impacted by this act. Such victim advocacy services must include:
(a) Legal advocacy to understand the early release process and how a victim can exercise their rights;
(b) Safety planning; and
(c) Case management to address needs that may arise as a result of early release under RCW 13.40.185(3)."
Renumber the remaining section consecutively and correct any internal references accordingly.
| EFFECT: Requires the Office of Crime Victims Advocacy, in coordination with the Department of Children, Youth, and Families to create a flexible fund and significantly enhance their victim services unit in order to offer victim advocacy services to serve victims and survivors of victims impacted by the underlying bill. |
