EFFECT: Prohibits the court from releasing a juvenile during a hearing at the mid-point of a juvenile's minimum range commitment period unless the court determines that the rehabilitation of the juvenile is complete, and the juvenile is a fit subject for release. Allows, but does not require, the court to order release of the juvenile from commitment if such a finding is made.
