On page 4, after line 11, insert the following:

"NEW SECTION. Sec. A new section is added to chapter 28A.650 RCW to read as follows:

(1) By the beginning of the 2027-28 school year, each school district: Shall review the model policy and procedures of the Washington state school directors' association on students and telecommunication devices; and must have an adopted policy and procedures on student mobile device possession during instructional hours.

(2) This section governs school operation and management under RCW 28A.710.040 and 28A.715.020 and applies to charter schools established under chapter 28A.710 RCW and state-tribal education compact schools subject to chapter 28A.715 RCW."

EFFECT: (1) Requires school districts to have adopted policies and procedures on student mobile device possession during instructional hours by the beginning of the 2027-28 school year.

(2) Directs school districts, in meeting the policy and procedure requirements, to review the applicable model policy and procedure of the Washington State School Directors' Association.

(3) Applies the mobile device policy and procedure requirements to charter schools and state-tribal education compact schools.
