On page 23, after line 32 of the striking amendment, insert the following:

"NEW SECTION. Sec. 6. A new section is added to chapter 36.70A RCW to read as follows:

(1) Initiatives 62 and 601 as enacted in RCW 43.135.060 require the state to provide amounts to each city and county for new programs and increased levels of service under existing programs. Therefore, each city and county does not have to be in compliance with the requirements of Sections 1 and 2 of this act until the city or county has identified its projected costs and submitted those costs to the office of financial management and has been given approval that the state will reimburse the jurisdiction for its costs in full.

(2) If the state fails to make payment to a city or county in accordance with the requirements of this section, Sections 1 and 2 of this act are not enforceable in that city or county or upon any person within that city or county."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Provides that cities and counties do not have to comply with new requirements to coordinate with affected tribal governments as part of specified local planning processes unless and until the local jurisdiction has identified and submitted its projected costs to the Office of Financial Management and received approval that the state will reimburse the local jurisdiction for its full costs to comply with the new requirements.
