On page 2, after line 30, insert the following:
"(4) The department may not relocate a resident of the Rainier school unless the resident's relocation plan includes a signed statement by a licensed physician indicating that in the physician's professional opinion the transition will not negatively impact the resident's physical or mental well-being."
