On page 4, line 26 of the striking amendment, after "RCW." insert the following:
"NEW SECTION. Sec. 5. (1) This act takes effect on the later of the following dates:
(a) Thirty days after the office of financial management has determined that each county planning under RCW 36.70A.040 has met or exceeded its housing production goals for three consecutive calendar years; or
(b) Thirty days after the office of financial management has determined that the state has added, in aggregate, one million net new housing units above the total housing supply existing in calendar year 2025.
(2) By June 1st of each year, the office of financial management shall publish a determination indicating whether either condition in subsection (1) of this section has been satisfied.
(3) The office of financial management must provide written notice of the effective date of this act to affected parties, the chief clerk of the house of representatives, the secretary of the senate, the office of the code reviser, and others as deemed appropriate by the office of financial management.
(4) For purposes of this section:
(a) "Housing production goals" means the housing unit targets adopted or assigned to a county by the department of commerce under RCW 36.70A.070(2) and any applicable rules.
(b) "Net new housing units" means newly constructed housing units minus housing units lost to demolition, conversion, and other removal from the housing stock."
| EFFECT: Delays the effective date of the bill to the later of: (1) thirty days after the Office of Financial (OFM) has determined that each county fully planning under the Growth Management Act has met or exceeded its existing and projected housing needs for three years; or (2) thirty days after OFM has determined that the state has added one million net new housing units. Requires OFM to publish an annual determination indicating whether either condition for the bill to take effect has occurred and provide written notice of the effective date to affected parties, the Chief Clerk of the House of Representatives, the Secretary of the Senate, the Office of the Code Reviser, and others deemed appropriate. |
