On page 1, line 7 of the striking amendment, after "circumstances" strike "would reasonably lead to" and insert "provide clear and convincing evidence of"

EFFECT: Revises the standard for issuance of a civil investigate demand to require that facts and circumstances provide clear and convincing evidence of possible violations, rather than "would reasonably lead to" possible violations.
