On page 3, line 6, after "activity." insert the following:

"(a)"

On page 3, line 7, after "activities" strike "." and insert ", including the following:

(i) State environmental policy act threshold determinations by the department of ecology; and

(ii) Water discharge permits, including general permits issued by the department of ecology, under chapter 90.48 RCW.

(b)"

Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT: Specifies that water discharge permits, including general permits issued by the Department of Ecology, under chapter 90.48 RCW are "credentials." Includes State Environmental Policy Act threshold determinations by the Department of Ecology in "credentials," thereby applying all cataloging, reporting, published decision time, and refund requirements established for credentials in the bill to these determinations.
