On page 326, after line 13, insert the following:
"(30) The department may contract with one pediatric interim care center. The center shall provide residential care for children through two years of age. Seventy-five percent of the children served by the center must be in need of special care as a result of substance abuse by their parent(s). The contract shall require the center to allow parents to board in the room with the child, eat, sleep, and console services, and provide support for substance use disorder treatment for the parent(s). The center shall also provide on-site training to biological, adoptive, or foster parents. The center shall provide at least three months of consultation and support to the parents accepting placement of children from the center. The center may recruit new and current foster and adoptive parents for infants served by the center. The department shall not require case management as a condition of the contract. The pediatric interim care center shall cover any costs associated with the establishment of the contract with the department. By December 1, 2026, the department shall notify the chair and ranking members of both the house appropriations and senate ways and means committees regarding the status of the contract with a pediatric interim care center."
| EFFECT: Authorizes the Department of Children, Youth, and Families - Children and Families program (department) to contract with a pediatric interim care center. Requires the pediatric interim care center to cover any ongoing costs associated with establishing and operating the contract with the department. Requires the department to notify the chair and ranking members of both the house appropriations and senate ways and means committees regarding the status of the contract with the pediatric interim care center.
FISCAL IMPACT: No net change to appropriated levels.
FOUR-YEAR OUTLOOK EXPENDITURE EFFECT: None.
