On page 245, line 10, increase the general fund-state appropriation for fiscal year 2027 by $1,700,000

On page 249, line 9, after ", and" strike "$100,000,000" and insert "(($100,000,000)) $90,000,000"

On page 249, after line 13, insert the following:

"(18) $1,700,000 of the general fund—state appropriation for fiscal year 2027 is provided solely to establish and provide basic law enforcement academy classes at the new regional training academy in Lacey. The amount in this subsection is sufficient for 100 percent of the costs of providing two classes per year beginning in fiscal year 2027. The two classes per year are in addition to the classes in subsection (2) of this section."

On page 515, after line 12, insert the following:

"Supplemental Criminal Justice Account: For transfer to the

state general fund, $5,100,000 for fiscal

year 2027 . . . . . . . . . . . . . . . . . . . . . $5,100,000"

On page 532, after line 21, insert the following:

"NEW SECTION. Sec. 919. RCW 43.101.542 and 2025 c 350 s 104 are each amended to read as follows:

(1) The supplemental criminal justice account is created in the state treasury. All receipts from legislative appropriations, donations, gifts, grants, and funds from federal or private sources must be deposited into the account. Expenditures from the account must be used exclusively for local law enforcement grants authorized in RCW 43.101.540 for the purpose of providing direct support to local and tribal law enforcement agencies in hiring, retaining, and training law enforcement officers, peer counselors, and behavioral health personnel working in co-response to increase community policing and public safety. Only the criminal justice training commission or the commission's designee may authorize expenditures from the account. The account is subject to allotment procedures under chapter 43.88 RCW. Moneys in the account may be spent only after appropriation. Moneys may not be used to supplant general fund appropriations.

(2) This section expires June 30, 2028.

(3) During the 2025-27 fiscal biennium, moneys in the account may also be transferred into the state general fund."

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:

Increases the General Fund-State appropriation in the Criminal Justice Training Commission (the Commission) beginning in fiscal year 2027 for the additional of a new regional training academy in Lacey, Washington in which two additional basic law enforcement academy classes shall be hosted and fully paid for.

Decreases funding appropriated to the Commission for the implementation of Engrossed Substitute House Bill No. 2015 (public safety funding).

Transfers $5,100,000 from the Supplemental Criminal Justice Account to the General Fund in fiscal year 2027.

Amends the uses of the Supplemental Criminal Justice Account to allow moneys in the account to be transferred to the General Fund in the 2025-2027 fiscal biennium.

FISCAL IMPACT:

 Increases General Fund - State by $1,700,000.

FOUR-YEAR OUTLOOK EXPENDITURE EFFECT:

  Increases Near General Fund-State by $5,100,000.
