| EFFECT: Increases K-12 formula funding for maintenance, supplies, and operating costs by $100 per pupil with a minimum of $100,000 per district as specified in House Bill 2147 (School operating costs). Decreases appropriations for institutions of higher education to reflect the ratio of nonexempt faculty to students as seen in fiscal year 2008.
FISCAL IMPACT: Decreases General Fund - State by $34,938,000 (net) Public Schools: increased by $99,338,000 Higher Education: decreased by $134,276,000.
Increases WA Opportunity Pathways Account - State by $449,000.
FOUR-YEAR OUTLOOK EXPENDITURE EFFECT: Decreases Near General Fund-Outlook by $38,480,000 (net). Public Schools: increased by $364,348,000 Higher Education: decreased by $402,828,000.
