On page 166, after line 25, insert the following:
"(26) $13,651,000 of the general fund-state appropriation for fiscal year 2026 and $53,012,000 of the general fund-state appropriation for fiscal year 2027 are provided solely for implementation of House Bill No. 2450 (food assistance/state prg.). If this bill is not enacted by June 30, 2026, the amounts provided in this subsection shall lapse."
On page 507, after line 33, insert the following:
"NEW SECTION. Sec. 729. A new section is added to 2025 c 424 (uncodified) to read as follows: GOVERNMENT EFFICIENCY REDUCTION
General Fund—State Appropriation (FY 2027)($70,206,000)
TOTAL APPROPRIATION($70,206,000)
The appropriation in this section is subject to the following conditions and limitations: The office of financial management must reduce allotments for executive branch state agencies (except higher education institutions) by $70,206,000 from the state general fund for fiscal year 2027 in this act to reflect government efficiency reductions. Agency reduction amounts are to reflect a 12 percent reduction in the amount funded from near-general funds for each affected agency for salaries and benefits of Washington management service and exempt management service positions, and a 12 percent reduction in the amount funded for salaries and benefits for the office of financial management and the office of the governor."
| EFFECT: Provides funding to implement House Bill No. 2450, which expands the state Food Assistance Program (FAP) to provide food benefits for people who were disqualified from the Supplemental Nutrition Assistance Program (SNAP) for not meeting the work requirements, and to make an exception to the FAP work requirements, for the following categories of people who were previously exempt from the work requirements prior to H.R. 1 (P.L. 119-25):
- Former foster youth aged 24 or younger - Veterans - Persons who are homeless - Persons aged 55 or older - Persons with children aged 14-17 and no younger children
Reduces state agency General Fund-State appropriations by $70,206,000 to reflect government efficiency reductions reflective of 12 percent of salaries and benefits of Washington Management Service and Exempt Management Service positions.
FISCAL IMPACT (2025-27): Decreases General Fund-State by $3,543,000.
FOUR-YEAR OUTLOOK EXPENDITURE EFFECT: Decreases Near General Fund-State by $5,000,000.
