On page 546, after line 15, insert the following:

“NEW SECTION. Sec. 933. Internal legislative deliberations concerning this act, including preliminary drafts, notes, recommendations, and internal and interbranch communication in which opinions are expressed or policies formulated or recommended, are not exempt from disclosure under the public records act, chapter 42.56 RCW.”

EFFECT: Provides that the internal deliberations during and any accompanying documents used in the development of this act are subject to disclosure under the Public Records Act, Chapter 42.56 RCW.

FISCAL IMPACT:

No net change to appropriated levels.
