On page 8, beginning on line 35 of the striking amendment, after "may" strike all material through "commissioner" on line 39 and insert "not modify the market factor certification criteria"

EFFECT: Prohibits the Health Benefit Exchange from modifying the market factor certification criteria (criteria) after March first of the calendar year before the plan year in which the criteria would apply.
