EFFECT: Modifies the authority for the Health Benefit Exchange (Exchange) to require carriers seeking to offer qualified health plans on the Exchange market to submit certain information by modifying the timeline for carriers to provide the information, so that carriers must submit the information at a date determined by the Exchange, no earlier than April 1st and no later than May 1st each year, rather than no earlier than March 1st and no later than May 1st.
