| EFFECT: Modifies the timing for when a health carrier may request a waiver from the market factor certification criteria (criteria) so that the Health Benefit Exchange may choose a date that will be no earlier than April 1st rather than March 1st. Removes the Health Benefit Exchange's authority to request that the carrier submit information about service areas that would be in place with the criteria and if the waiver were granted, when evaluating the request for a waiver.
