On page 9, line 35 of the striking amendment, after "(8)" insert "If the exchange determines that two health plans are not meaningfully different, the exchange may not determine which carriers may offer health plans on the exchange and which carriers may not offer health plans on the exchange, if all federally required criteria are met.
