On page 9, line 1 of the striking amendment, after "(6)" insert "The exchange may not adopt additional market factor certification criteria beginning with plan year 2030 unless the proposed market factor certification criteria are accompanied by:

(a) A fiscal impact analysis conducted jointly with the office of the insurance commissioner and the health care authority;

(b) A stakeholder workgroup including all carriers offering qualified health plans through the exchange market; and

(c) An implementation timeline of no less than 13 months from proposed preliminary market factor certification criteria to the effective date of the final criteria.
