On page 3, line 13 of the striking amendment, after "Students who" strike all material through "child care" on line 16 and insert ":

(I) Qualify for free or reduced-price meals or have a household income at or below 185 percent of the federal poverty level and lack access to licensed child care;

(II) Are eligible but not scheduled for enrollment in the early childhood education and assistance program or head start program;

(III) Are eligible for or receiving special education in accordance with the federal individuals with disabilities education act and chapter 28A.155 RCW; or

(IV) Are English learners or multilingual learners"

On page 5, line 3 of the striking amendment, after "kindergarten program.))" strike all material through "except to" on line 5 and insert "Authorization to charge sliding scale fees for enrollment in a transition to kindergarten program, except for students who are eligible for but not yet placed in the early childhood education and assistance program or the head start program, or for"

EFFECT: Makes the following changes to the Transition to Kindergarten (TTK) program related to the striking amendment:

Adds students who are eligible for or receiving special education services and students who are English learners or multilingual learners to the list of student groups that the Office of the Superintendent of Public Instruction must prioritize for TTK funding; and

Removes reference to tuition and instead authorizes districts to charge sliding scale fees for TTK students, except for students who are eligible for the Early Childhood Education and Assistance Program or the Head Start program and students with disabilities.
