EFFECT: Changes student prioritization language for the Transition to Kindergarten program in the striking amendment (which requires prioritization for students who are low-income and also do not have access to the Early Childhood Education and Assistance Program (ECEAP), Head Start, or licensed child care) and instead requires prioritization for students who are low-income, eligible for special education services, multilingual, or do not have access to ECEAP, Head Start, or licensed child care.
