On page 43, after line 2 of the striking amendment, insert the following:

"NEW SECTION. Sec. 713. DEPARTMENT OF REVENUE REPORT. The department of revenue shall submit an annual report to the governor and appropriate committees of the legislature beginning January 1, 2031, detailing the following:

(1) The number of taxpayers who filed a Washington income tax return for the previous tax year;

(2) An analysis of the changes in the number of annual filers since the imposition of the tax and reasons for the variation;

(3) The number of Washington state-based businesses which have closed or left Washington state in the previous year;

(4) The number of new businesses formed in Washington state in the previous year; and

(5) The impacts of the tax in this act on total charitable donations made within Washington state."
