On page 12, after line 18, insert the following:

"NEW SECTION. Sec 314. In computing a taxpayer's Washington taxable income, the taxpayer may deduct from the taxpayer's Washington base income the amount of expenditures to site, construct, and operate affordable housing as defined in RCW 43.185A.010."

Renumber the remaining sections consecutively and correct any internal references accordingly.
