On page 13, after line 20 of the striking amendment, insert the following:

"NEW SECTION. Sec. 317. RESTRICTED STOCK UNITS. In computing a taxpayer's Washington taxable income, a taxpayer may deduct from the taxpayer's Washington base income the amount of income derived from restricted stock units to the extent the value of restricted stock units are included in Washington base income. For purposes of this section, "restricted stock unit" means a contractual right to receive stock or cash in the future, the receipt of which is conditioned on the performance of services and subject to a substantial risk of forfeiture until vesting."
