On page 107, after line 31 of the striking amendment, insert the following:

"NEW SECTION. Sec. Except for sections 901, 902, 1101 through 1107, 1205, and 1207 of this act, this act takes effect January 1, 2028, if the proposed amendment to Article VII of the state Constitution (House Joint Resolution No. 4213), authorizing the imposition of an income tax, is validly submitted to and is approved and ratified by the voters at the next general election. If the proposed amendment is not approved and ratified, this act is void in its entirety."

EFFECT: Makes the bill contingent upon the voters approving HJR 4213, amending the Washington Constitution, at the next general election.
