On page 106, after line 22, insert the following:
"PART XII
BUDGET SUSTAINABILITY & METRICS
NEW SECTION. Sec. A new section is added to chapter 82.33 RCW to read as follows: The economic and revenue forecast council must prepare a ten-year revenue forecast for the tax imposed under this chapter.
NEW SECTION. Sec. REVENUE VOLATILITY REVIEW. If revenue declines by more than 2 percent over 2 consecutive calendar years, the legislature shall review stabilization options.
NEW SECTION. Sec. A new section is added to chapter 44.28 RCW to read as follows:
(1) The joint legislative audit and review committee shall conduct a performance review every six years.
(2) Metrics must include:
#x200e(a) Poverty reduction rates;
(b) Child care access rates;
(c) Small business formation rates; and
(d) Retirement participation rates."
Renumber the remaining parts and sections consecutively and correct any internal references accordingly.
On page 107, line 6, after "710" strike "and 712" and insert ",712, and 1202"
| EFFECT: Requires a 10-year income tax revenue forecast be prepared by the Economic and Revenue Forecast Council. Requires the Legislature to conduct a stabilization option review if income tax revenues decline by 2 percent in 2 consecutive years. Requires a review by the Joint Legislative Audit and Review Committee every 6 years.
