"NEW SECTION. Sec. 207. ESTABLISHMENT OF INITIAL TAX YEAR. (1) A tax may not be imposed under this act until January 1 of the calendar year after the state of Oregon enacts legislation preventing the imposition of income tax on Washington residents.

(2) When the conditions of this section are met, the department of revenue shall notify the appropriate committees of the legislature and the office of the code reviser."
