On page 43, after line 2, insert the following:
"NEW SECTION. Sec. COMMUNITY ENGAGEMENT REQUIREMENTS FOR ADVISORY GROUP.
(1) The advisory group established in section 712 of this act shall conduct its work in a manner that prioritizes meaningful community engagement and inclusive participation in the development and implementation of the tax imposed under this chapter.
(2) In carrying out its duties, the advisory group must use the community engagement and environmental justice implementation framework established under chapter 70A.02 RCW as a model for best practices in outreach and inclusion.
(3) The advisory group shall ensure that community engagement efforts include:
(a) Outreach to individuals and households representing a range of income levels, including those below the self-sufficiency standard;
(b) Engagement with small businesses, including minority-owned, women-owned, and veteran-owned businesses;
(c) Consultation with federally recognized tribes in Washington state;
(d) Participation opportunities for community-based organizations representing historically underrepresented communities; and
(e) Engagement with stakeholders representing workers, retirees, and families likely to be impacted by the policies implemented under this chapter.
(4) Community engagement conducted under this section must include opportunities for public input through listening sessions, stakeholder meetings, and consultation with community-based organizations with demonstrated experience serving impacted communities.
(5) The advisory group shall document its engagement efforts and include in its report to the legislature:
(a) A summary of engagement activities conducted;
(b) The communities and stakeholders consulted;
(c) Key themes and feedback received; and
(d) How the feedback informed the advisory group’s recommendations.
(6) The advisory group may coordinate with the department of revenue, the office of financial management, and other relevant state agencies to ensure engagement activities are conducted in a manner consistent with state environmental justice and community engagement best practices."
