On page 2, after line 19, insert the following:
"(ii) If the person entitled to receive support receives social security disability benefits or has a child for whom such support is owed who:
(A) Is a dependent child as that term is defined in RCW 13.36.020; or (B) Is an eligible person as that term is defined in RCW 71A.10.020; a support order of not less than $50 per child per month shall be entered when a parent's monthly net income is below 125 percent of the federal poverty guideline for a one-person family unless the obligor parent establishes that it would be unjust to do so in that particular case after considering the best interests of the child and the circumstances of each parent.
(iii) Determinations, findings, and orders for purposes of (a)(ii) of this subsection may be made based on protected health information only when the person entitled to receive support knowingly and willingly provides such information to the department of social and health services.
(iv) If support is claimed under (a)(ii) of this subsection and supported by documentation, there is a rebuttable presumption that the criteria of (a)(ii) of this subsection are satisfied. This presumption may be rebutted by clear and convincing evidence that the criteria are not satisfied."

On page 2, after line 33, insert the following:
"(ii) If the person entitled to receive support receives social security disability benefits or has a child for whom such support is owed who:
(A) Is a dependent child as that term is defined in RCW 13.36.020; or (B) Is an eligible person as that term is defined in RCW 71A.10.020; the basic support obligation of the parent making the transfer payment, excluding health care, day care, and special child-rearing expenses, shall not reduce his or her net income below the self-support reserve of 125 percent of the federal poverty level for a one-person family, except for the presumptive minimum payment of $50 per child per month or when it would be unjust to apply the self-support reserve limitation after considering the best interests of the child and the circumstances of each parent.
(iii) Determinations, findings, and orders for purposes of (b)(ii) of this subsection may be made based on protected health information only when the person entitled to receive support knowingly and willingly provides such information to the department of social and health services.
(iv) If support is claimed under (b)(ii) of this subsection and supported by documentation, there is a rebuttable presumption that the criteria of (b)(ii) of this subsection are satisfied. This presumption may be rebutted by clear and convincing evidence that the criteria are not satisfied."
On page 63, beginning on line 31, strike all of section 16 and insert the following:
"NEW SECTION. Sec. 16. Section 2 of this act takes effect January 1, 2026.
NEW SECTION. Sec. 17. Sections 1, 3, and 14 of this act take effect January 1, 2027."
Renumber the remaining section consecutively and correct any internal references accordingly.
EFFECT: Maintains a monthly net income threshold of 125 percent of the federal poverty guideline for a one-person family for the presumptive minimum support obligation where the person entitled to receive support receives social security disability benefits or has a child for whom support is owed who has been found to be a dependent child or eligible person for developmental disability services. Includes rebuttable presumptions and health information protections.
Sets the effective date to January 1, 2027, for changes to standards for establishing lower and upper limits on child support amounts, allocation of child support obligation between parents, and the child support economic table.
