EFFECT: Removes several sections of the bill relating to, in part: (1) Providing legislative intent; (2) establishing a phased-in prohibition against selling certain hydrofluorocarbons (HFCs) with specified global warming potentials (GWPs); (3) authorizing the Department of Ecology to adopt rules requiring low or ultra-low GWP HFC alternatives in a sector unless it is not practicable; (4) defining new terms in refrigerant statutes; and (5) including a state severability clause. Retains the sections establishing a refrigerant management task force and providing a null and void clause.
