On page 6, after line 34, insert the following:
"(10) If a coal-fired electric generating facility reports emissions occurring on or after January 1, 2026, due to an emergency order issued by the United States department of energy, the department must allocate no-cost allowances to the facility in an amount equal to the reported emissions."
