On page 32, after line 34, insert the following:
"NEW SECTION. Sec. 25. Sections 2 through 4, 8 through 10, and 13 through 15 of this act take effect only after the department of ecology has fully complied with the requirements of sections 6, 12, and 17 of this act."
On page 33, line 8, after "70A.300.110;" strike "and prescribing penalties" and insert "prescribing penalties; and providing a contingent effective date"
EFFECT: Provides that the sections of the bill regarding first-, second-, and third-degree violations of the state Water Pollution Control Act, Clean Air Act, and Hazardous Waste Management Act only take effect after the Department of Ecology has: (1) Prepared information about the criminal penalty provisions and the conduct that could subject someone to those provisions (information); (2) posted the information on its website; and (3) provided new and renewing permit applicants with the information.
