On page 2, beginning on line 9, after "employees." strike all material through "part-time employees." on line 11 and insert ""Employer" does not include the federal or state government, or any political subdivision thereof, including any unit of local government."

On page 4, line 2, after "contracting" insert "out"

EFFECT: (1) Excludes the federal and state government, and any of their political subdivisions, from the bill.

(2) Removes, from the definition of employer, a 100 employee threshold that applies to the provision prohibiting an employer from including employees on paid family and medical leave in a mass layoff order (the 100 employee threshold originally applied to a provision removed in committee that required the continuation of health care coverage for employees affected by a mass layoff).

(3) Corrects a typographical error.
