On page 1, after line 12, insert the following:

"(b) The attorney general may not issue written civil investigative demands for documents, oral testimony, and answers to written interrogatories to small businesses as defined in RCW 39.26.010 that are also certified by the office of minority and women's business enterprises and have no negative licensing or wage violations during any of the previous three years when investigating possible violations of chapters 49.46, 49.48, and 49.52 RCW unless the attorney general makes a documented finding of suspected imminent violation by the entity."
