On page 71, after line 25, insert the following:

"(b) In carrying out the provisions of this subsection, the department must prioritize grants in jurisdictions where transmission constraints or rapid load growth threaten reliability and timely achievement of statewide clean energy transformation act requirements and greenhouse gas targets. The department should use information to which it has access to make this determination."

EFFECT: Requires the Department of Commerce to prioritize grant awards using certain criteria, as a requirement of making grant awards for clean energy project siting and permitting.
