On page 112, line 25, increase the General Fund—State Appropriation (FY 2027) by $50,000

Adjust the total appropriation accordingly.

On page 116, after line 4, insert the following:

"(12) $50,000 of the general fund—state appropriation for fiscal year 2027 is provided solely for the risk management division of the department to issue a report to the legislature by June 30, 2027, recommending changes to statutes, rules, and agency policies to stop the growth in state tort liability."

On page 538, after line 17, insert the following:

"NEW SECTION.  Sec. 907. A new section is added to 2025 c 424 (uncodified) to read as follows:

During the 2025-2027 fiscal biennium, within 12 months of an award of $5,000,000 or more arising from a claim in which the state was a defendant, the appropriate committees of the legislature shall conduct a joint hearing for the purpose of reviewing the claim and considering potential modifications to state government practices and policies to prevent or reduce future liability for tortious conduct by the state. No information protected by attorney-client privilege or the attorney work product doctrine shall be presented at the hearing."

Renumber the remaining sections consecutively and correct any internal references accordingly.
