On page 70, line 24, increase the Climate Commitment Account—State Appropriation by $150,000
Adjust the total appropriation accordingly.
On page 78, after line 22, insert the following:
"(20) $150,000 of the climate commitment account—state appropriation is provided solely for the department to develop a report of changes and trends in utility customer rates over a 10-year period. The report must identify the average and price range fluctuations per year for averaged utility customers in the state from fiscal year 2014 through fiscal year 2025. An averaged utility customer is a median-sized single family home that is used for comparison over the 10-year study period. The report must also specify points in time when utilities began implementing the provisions of the clean energy transformation act (chapter 288, Laws of 2019) and when utilities began receiving free allowance from the climate commitment act (chapter 316, Laws of 2021). The department may contract for completion of this work. A report describing methods, data sources, and findings must be submitted to the fiscal committees of the legislature by June 30, 2027."
EFFECT: Provides funding and direction to the Department of Commerce to conduct a 10-year study of utility customer rate changes and identify trends that may have occurred from the implementation of the clean energy transformation act and the climate commitment act. A report to the legislature is due June 30, 2027.
