On page 152, after line 32, insert the following:
"(aa)(i) $250,000 of the developmental disabilities community services account—state appropriation is provided solely for the department to establish a strategic planning work group to transform Washington's system of services and supports for individuals with intellectual and developmental disabilities by:
(A) Prioritizing collaborative engagement between individuals with lived or living experience and decision makers who will act to make the vision a reality;
(B) Identifying and implementing strategies to reduce or eliminate the use of expensive, congregate institutional settings for long-term care;
(C) Expanding community-based services to serve a larger population of people with intellectual and developmental disabilities;
(D) Addressing barriers to service access and equity; and
(E) Identifying necessary investments in community infrastructure, workforce, and service capacity.
(ii) By June 30, 2027, the strategic planning work group must develop and submit to the appropriate committees of the legislature a comprehensive 10-year strategic plan to increase statewide access to adequate and appropriate community-based services and supports for infants, children, youth, young adults, and adults with intellectual and developmental disabilities, and their families and caregivers.
(iii) Staffing for the work group shall be provided by the department."
