On page 2, after line 13, insert the following:
"(3) For the purposes of this section, "secure" means that the digital transcript data-sharing environment is operated in a manner that:
(a) Protects the confidentiality, integrity, and availability of student data;
(b) Restricts access to data and systems functions to authorized individuals based on role and legitimate educational or operational need;
(c) Prohibits disclosure of data to unauthorized third parties, except as permitted under applicable law and written data-sharing agreements;
(d) Implements administrative, technical, and physical safeguards aligned with generally recognized, risk-based information security standards and the requirements of RCW
28A.604.040; and
(e) Ensures compliance with applicable federal and state student privacy and data protection laws, including the family educational rights and privacy act, 20 U.S.C. Sec. 1232g, as it exists on the effective date of this section."
