EFFECT: Makes the following technical corrections:

(1) Corrects a reference to U.S. Highway 395;

(2) Removes superfluous language relating to creation of a corresponding local account by the local jurisdiction establishing a crash prevention zone; and

(3) Corrects a grammatical error.
