  • Establishes a program that provides interest-free or low-interest loans for certain individuals to purchase art created by Washington state artists or Washington-based indigenous artists.

Background:

The Washington State Arts Commission (Commission) promotes and documents the public value of the arts.  The Commission supports the following main programs:

  • The Public Art Program manages and protects the State Art Collection.
  • The Grants Program provides grant opportunities to expand art participation statewide.
  • The Creative Districts Program supports communities that connect arts and culture to economic development.
  • The Arts in Education Program supports high quality, standards-based arts education.
Summary of Bill:

The Own Your Own Art Purchase Program (Program) is established in the Commission.  This Program provides interest-free or low-interest loans for eligible individuals to purchase art created by Washington state artists or Washington-based indigenous artists.  The Commission is required to administer the program, issue loans, and collect loan payments.

 

To be eligible for a loan of this Program, an applicant must:

  • be a resident of the United States;
  • be 18 years of age or older;
  • purchase artwork for personal use;
  • agree not to export the artwork while the loan is outstanding without written consent from the Commission; and
  • meet other eligibility criteria established by the Commission in rule.

 

The bill includes an appropriation of $225,000 from the State General Fund for the Program in fiscal year 2026.  Loan amounts are specified to be between $1,000 and $12,000.

Appropriation: The sum of $225,000 is appropriated from the General Fund to the Washington State Arts Commission.
Fiscal Note: Requested on February 10, 2025.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
