Brief Description: Concerning transportation resources.

Brief Summary of Bill
  • Finds that the purpose of the transportation system is to support the mobility needs of state residents, and to sustain and foster the economic activity and growth of the state. 
  • Provides legislative intent to establish additional revenue sources to address transportation system needs.

Background:

The transportation budget for the 2023-25 biennium is $14.5 billion.  Since the 2024 Legislative Session, transportation revenue forecasts lowered projected revenue for the 2025-27, 2027-29, 2029-31 biennia by approximately $1.2 billion. 

 

Project cost increases due to inflationary factors have raised projected project costs over this six-year period by approximately $1.5 billion.  Culvert correction costs over the six-year period are similarly projected to increase by approximately $1.84 billion.  Likely project and program cost increases for this six-year period are estimated at approximately $2.2 billion.

Summary of Bill:

The Legislature finds that the purpose of the transportation system is to support the mobility needs of state residents and to sustain and foster the economic activity and growth of the state.  The Legislature recognizes the transportation system has pressing needs that require reliable funding sources.  The Legislature therefore intends to establish additional transportation revenue sources to deliver a transportation system that residents depend on, and that fuels the economy and growth of the state.

Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
