Background:

The operating and capital expenses of state transportation agencies and programs are funded on a biennial basis by an omnibus transportation budget adopted by the Legislature in odd-numbered years.  Supplemental budgets may be adopted during the biennium, making various modifications to agency appropriations.

Summary of Bill (Proposed Substitute):

Additive transportation appropriations are made for the 2025-2027 fiscal biennium.  The appropriations reflect the 2025-2027 portion of the Legislature's intended funding levels specified in LEAP Transportation Document NL-2025-A as developed March 24, 2025, representing a commitment to provide appropriations to the agencies, programs, and activities at the amounts identified through fiscal year 2031.
