Background:

The capital expenses of state government, and its agencies and programs, are funded on a biennial basis by an omnibus capital budget adopted by the Legislature in odd-numbered years. State capital expenses are paid from state general obligation bonds and from various dedicated funds and accounts.  The primary two-year budget is passed in odd-numbered years, and a supplemental budget making adjustments to the two-year budget is passed during even-numbered years. The current capital budget covers the period from July 1, 2025, through June 30, 2027.

Summary:

The 2025-2027 biennial capital budget appropriations, including appropriations for general government agencies, human services programs, natural resources agencies, and educational institutions, are modified.

Partial Veto Summary:
  • Removed additional funding provided for a detox/inpatient substance use disorder building project in Centralia.
  • Removed language added to the 2025-27 Building Communities Fund Program addressing reimbursement procedures.
  • Removed funding and direction to the Department of Fish and Wildlife to sell the Woodland Bottoms parcel to the Port of Woodland.
  • Removed the transfer of funding from the Lake Sylvia culvert replacement project to the Palouse to Cascade Rosalia improvements project within the State Parks and Recreation Commission.
