AN ACT Relating to temporary disabled parking permits; adding a new section to chapter 46.16 RCW; and providing an expiration date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 46.16 RCW to read as follows:
(1) Persons licensed to practice medicine and to prescribe drugs may issue by prescription temporary parking permits to persons who are temporarily disabled due to physical or mental injuries or surgeries that result in a restriction of mobility for more than thirty days but less than one hundred eighty days. The temporary parking permits shall provide the same privileges as those authorized by RCW 46.16.381(2).
(2) Such prescriptions may be written for terms of two, three, four, or five months. No more than one consecutive prescription renewal may be allowed.
(3) No more than one temporary parking permit per one thousand persons, per county, per month, may be issued. The permits shall be issued in the order in which requests are received.
(4) This section does not authorize or mandate additional parking spaces for disabled persons.
(5) The costs of the program established by this section shall be paid from the costs of the prescriptions, which shall not exceed the pro rata program costs.
(6) The department shall adopt rules to implement this section.
(7) This section and any permits issued under it shall expire June 30, 1987. The director shall provide a report regarding the program, with recommendations for its continuation or elimination, to the legislature by January 30, 1987.
